Mr Lim is currently the Managing Director of Escalar Global Pte Ltd, a Singaporean company that provides business consulting, product distribution and project management in the Defence, Security and Aerospace sectors. He retired from the Republic of Singapore Airforce (RSAF) after serving 26 years as a fighter pilot and held various key command and staff appointments, where he developed strategic long-term plans in capability development and operations as well as managed over 50 special defence acquisition programmes for the RSAF and Singapore Armed Forces (SAF).

He helped establish new organizations in the RSAF transformation and commanded various Planning and Operational structures, Multilateral Exercises, the Fighter Group in the Airforce, a local F-16 Squadron as well as the inaugural F-15 squadron in the USA. Prior to founding Escalar Global, he managed various commercial companies in the Aerospace, Defence and Advanced Technology sectors where he expanded the companies’ businesses in countries such as China, Vietnam, Taiwan, South Korea, Macau, Thailand, Philippines, Bangladesh, UAE, US, UK and Israel.

This included establishing satellite offices in China, Vietnam and Philippines. Some of the notable commercial projects that he had successfully accomplished were a fully electric 9-seater commercial aircraft prototype development, Role Specialised Vehicles development, Unmanned Aerial and Ground Vehicle acquisitions, Fighter Aircraft Simulator upgrades, Counter Unmanned Airborne System acquisitions, Communication Network System and Cyber Defence System acquisitions.

Established certified Aviation technical training centres in Vietnam, China and Philippines, through UK (EASA 147) and US (FAA and Boeing) partnerships. Established overseas Pilot training partnership in New Zealand. Established a new Aviation consultancy business arm within the group

  • Developed, lead and managed the group businesses including expansion into new territories and service offerings.

Retired Colonel
Republic of Singapore Airforce

Developed various strategic long-term plans (capability development, equipping and operational) for the Airforce and Joint Command, reporting directly to Chief of Airforce and Chief of Defence Force respectively. Transformed, established and lead new organizations within the Singapore Armed Forces, including a new Airforce organizational structure (up to 1,000 men and women) and new overseas squadrons. Developed and established new foreign Airforce engagement approach and process as well as managed the relationship between strategic partners and suppliers. Justified, acquired and managed over 50 special defence programmes. Planned, managed and lead various exercises from HQ level exercises to foreign exercises. Received various decorations and distinctions for service. Wrote speeches for Permanent Secretary (Defence).

Lead and managed the setting up of the squadron to include the squadron infrastructure, operations and maintenance capability, hangars, workshop, spare storage, housing for serviceman and families, schooling and integration of Singaporeans into the US community, negotiations with the US military and government contractors on contractual equipment and services delivery terms, assimilation and acceptance of a common military system between the 2 militaries, acceptance by and relationship building with the community and local leaders, managing budget and capability build up timelines etc.
